Assistant CIO at New Jersey Institute of Technology, Newark, NJ

Dr. Roweena Carlos is an established and dedicated leader with a passion for motivating and
leading high-performing teams, establishing efficient systems, and implementing needed
technological advances in the higher education field. As the Assistant CIO for CRM and Student
Information Systems, at New Jersey Institute of Technology (NJIT) she transformed and built a
cohesive, integrated team to ensure service excellence and deliver high-value, cost-effective
technology solutions. Her team successfully rolled out initiatives for advancing innovation and
digital transformation across the university including projects involving the automation of
transcripts using robotic process automation and artificial intelligence technology and the move
of the student information system to the cloud. Prior to her current role, Dr. Carlos served as a
member of Seton Hall University’s Student Information System Department, where her
responsibilities included project management leadership, enrollment strategic application
management, and technology advancement.

Dr. Carlos holds an Ed.D. degree with a concentration in Curriculum, Learning, Teaching, and
Leadership from Northeastern University, a Master’s degree in Instructional Design and
Technology from Seton Hall University, and an Engineering degree in Electronics and
Telecommunication from the University of Mumbai. She was in the Inaugural Cohort of the Next
Leader Fellowship in 2022 and also successfully completed the McKinsey Leadership Program
in 2022. Her collaboration efforts led to the NJIT team receiving the Ellucian Impact Award in
the Digital Transformation Category in 2021. She received the Distinguished Service Award in
2016 from NJIT and the Significant Performance Award at Seton Hall University in 2014.
Dr. Carlos has led presentations about technology, leadership, diversity, personal development,
and digital equity in a variety of events and conferences such as EDUCAUSE, Cohesion, CIO
congress, AACRAO, and Ellucian conferences. Her passion for higher education is displayed
through her involvement in the community through roles such as an Adjunct Professor at
Middlesex County College.

As a change agent, Dr. Carlos takes pride in positively transforming organizational culture to
promote accountability, diversity, inclusion, excellence, and open communication. She engages
stakeholders and creates self-sustaining change through collective intelligence and wisdom.
She strives to promote reflection and generative conversation that encourages building
relationships and focusing on co-creating the future. Her doctoral research focused on
equalizing the playing field for opportunities such as internships, co-ops, and research. She
developed best practices to improve the current work-based work experience for students by
collaborating with the university community and facilitating discussions to highlight challenges
faced by students.

Dr. Carlos feels honored to serve as a member of the Board of Trustees for NERCOMP.
