Event Overview
What if your budget told the story of the services you deliver—not just what you spend?

This interactive workshop explores how institutions can move beyond traditional line-item budgeting to a service-based model that connects financial resources directly to the services they support. Using Worcester Polytechnic Institute’s experience as a practical example, participants will examine an adaptable approach for improving financial transparency, strengthening partnerships with finance and service owners, and shifting budget conversations from cost to value.

Through case studies, peer discussion, and hands-on exercises, participants will practice mapping costs to services and explore how the **TIME framework—Tolerate, Invest, Migrate, Eliminate—**can help evaluate service portfolios, prioritize investments, identify efficiencies, and inform difficult resource decisions.

Designed for IT and non-IT professionals who manage services, resources, or budgets, this workshop provides practical tools and a roadmap participants can adapt to their own institutional environment.

Those who complete all program requirements will earn a digital credential in Service-Based Budget Transparency

Session Outcomes
By the end of this course, participants will be able to:
 - Explain the value of service-based budget transparency and how connecting spending to services can improve understanding, accountability, and decision-making.
 - Practice mapping compensation, operational, and capital costs to services to create greater visibility into the true cost of delivering institutional services and strengthen collaboration with finance partners.
 - Apply the TIME framework to a service portfolio to identify opportunities for investment, migration, efficiency, cost savings, and service retirement—and translate those insights into actionable next steps.
